Colombo Port Plans New Logistics Hub Through Public–Private Partnership

The Sri Lanka Ports Authority (SLPA) plans to establish a new integrated logistics hub at the Port of Colombo through a public–private partnership (PPP), following the cancellation of an earlier joint venture proposal.
In a statement issued on October 19, the SLPA said the new project would be offered through a competitive bidding process, subject to the necessary approvals.
The proposed facility will cover a substantial area within the port and support a range of shipping, cargo handling and value-added logistics services.
The initiative aims to expand the Port of Colombo’s role beyond container transshipment and develop it into a broader maritime and logistics centre. The facility is expected to serve shipping lines, cargo owners, logistics companies and other businesses involved in international trade.
Under the proposed PPP model, private-sector investors will have opportunities to participate in the development. The SLPA expects the project to attract investment, make better use of port land and infrastructure, improve operational efficiency and generate long-term revenue.
The new plan follows the decision by shareholders of South Asia Commercial and Logistics Hub (SACLH) not to proceed with their previously proposed US$280 million joint venture.
According to the SLPA, the decision has opened the way for an alternative development approach that better matches the authority’s strategic and commercial priorities.
The authority said the project forms part of its broader effort to strengthen Colombo’s position as a leading maritime, transshipment and logistics hub in South Asia, with a focus on commercial viability and long-term financial sustainability.
